I'm not sure where did she come from, but it looks like she's Kate's Evil Twin and she seem very jealous about real Kate's Miss Title. She probably requested this grey fox villain to help her to capture the real Kate.
As soon as the vixen was wrapped in bandages pretty well, the Evil Twin would steal Kate's crown and step into her shoes... The only problem are Evil Twin's red pupils, but she would put on them some blue contact leans to make impossible to blow her cover.
